Counter Handbook exists to help North Andover residents find the restaurants and dining businesses that are worth their time and money. We do not rank businesses—restaurants are too different from each other to measure that way. We do curate. We look for places that meet real standards of quality, consistency and care, and when we find them, we point you toward them. The list is not exhaustive. The list is honest.
The work of curation is deciding what deserves to be discovered, not what is loudest or most visible.
Most online directories work backward: a business buys a listing, pays for features, and then the site treats it like a fact. Here, we work forward. We research each business ourselves. We read reviews and local news. We look at their track record with health department compliance and community involvement. We do this work first, and then we decide whether someone making a serious choice about where to dine should know about them.

Counter Handbook focuses on dining and grill businesses—restaurants where you sit down or grab takeout, places where someone is cooking for you. We do not list fast food chains or grocery delivery services. We do not have a sponsorship tier where paid listings get special treatment.
What we do list is places that have been here doing the work of running a restaurant. Places that invest in training their staff. Places that take seriously the job of feeding their neighbors. You will find variety here—price, cuisine, atmosphere, size—but you will not find dishonesty. If a business is not listed, it is not because they could not afford to be. It is because we have not yet verified them, or because they did not meet the standard we set.
This is a small list compared to the total number of restaurants in North Andover. That is intentional. A recommendation only matters if someone trusted has actually done the work to earn it.
